It depends on the time of year and what you consider romantic. We have the mountains for secluded romantic, the beaches for summer romance, williamsburg for historians and then northern VA which is so close to the capital. Have you thought about the Poconos or Niagara Falls?

Northern Virginia is okay – that is if you want a honeymoon in Washington DC.

I find B&B’s to be very romantic. If you like sightseeing and real touristy stuff, go for Arlington/Alexandria/Washington, DC area.
Never been, but Virginia Beach is supposed to be real nice.
I enjoyed a campground Winchester, VA and I believe there are a good number of B&Bs as well as hotels in the area.
Also, what time of year are you looking to go? I wouldn’t do Winchester area in the Winter.
